In October 1994, at the beginning of its establishment, Jingzhou district had jurisdiction over five towns of Jingzhou, Chuandian, Mashan, Libu and Mishi, and two townships of Balingshan and Jinan in the former Jiangling County.

In February 1995, with the approval of the higher authorities, Jingzhou town was abolished and divided into four streets: Dongcheng, Xicheng, Chengnan and Jingbei.
