Hongqi township is under the jurisdiction of Xinxing District of Qitaihe City. It is located in the west of the city, adjacent to Boli County in the west, South and North. The township government is 20 kilometers away from the urban area, and originally under the jurisdiction of Qitaihe District of Boli County. The total area of the township is 43.6 square kilometers and the cultivated land area is 30000 mu,.

In March 1956, three townships including Qitaihe were set up. In September 1958, the three townships were merged into Qitaihe people's commune, and in December of the same year, they were merged into Qitaihe mining area people's commune. In March 1960, the government and enterprises were separated and renamed Qitaihe commune. In May 1961, Qitaihe commune and Qiezihe commune were established respectively. Today, Hongqi township is under the jurisdiction of Qitaihe commune. In September 1966, it was put under the jurisdiction of the Qitaihe special economic zone. In January 1967, the red flag commune was set up in Qitaihe. In May 1970, the red flag commune was abolished, and in June 1973, it was restored under the jurisdiction of Qitaihe City. In March 1984, it was changed into Hongqi township.

There are brick and tile factories, coal mines, etc. The township has jurisdiction over 16 villages, including Hongwei, Hongsheng, Yanjiagou, Hongxian, Xincun, Hongguang, Taihe, Xinqi, Hongxin, Hongsheng, Hongqi, Dongsheng, Shuguang, fishing ground, sideline farm and nursery. At the end of 1992, the total population of the township was 24000, including 3332 non-agricultural population. The township government is located in Hongqi village.
