Helingeer County is located in the central and southern part of Inner Mongolia Autonomous Region, where nomadic economy and farming economy coexist for a long time, forming a unique regional development landscape of nomadic culture and farming culture. Helingeer paper-cut was widely spread in this land. It was created by working women. It was deeply rooted in grassland and absorbed the content of Central Plains farming culture.

Helingeer paper-cut has a long history. It is closely related to the local social customs and penetrates into the clothing, food, housing and transportation of the majority of farmers and herdsmen.
