Shengli township is under the jurisdiction of Bei'an city. Located in the northwest of the city. The township government is 4 km away from the urban area. Originally belonging to Taiping District of Bei'an County, it was changed into the Second District in 1951 and Shengli District in 1955.

In March 1956, Shengli township was set up instead of regionalized township. In September 1958, it was incorporated into the red flag people's commune.
