In March 1985, it took over Huiwa power station under construction. Geographical population

Mengxing farm is located in the west of the central part of Mengla County, Xishuangbanna Prefecture, Yunnan Province. It spans 21.62-21.96 degrees north latitude. It is located in Yiwu, guanlei, Menglun and Xiangming towns, and adjacent to Yao district. Chupeng highway (Chuxiong Mengpeng) and Xiaola highway (Xiaomengyang Mengla) meet here. Mengxing farm is a state-owned enterprise of natural rubber planting and production, with a total population of 7034 people, including 2959 women; 2343 in-service workers, including 1098 women; 975 retired workers and 533 early retired workers. At present, the total area of rubber is 87527.98 mu, including 49728.57 mu of cutting rubber, 37799.41 mu of young and middle-aged forest, 3 rubber branches and 34 production teams, and 2 branch level units directly under cement plant and staff hospital.

Subordinate units

In 2003, the reclamation area implemented the reform of separating government from enterprise. The rubber production was separated from the farm, and Mengxing rubber branch was established. The farm and branch were under the unified leadership of the Party committee, and the labor union and other organizations remained unchanged. The fourth branch and the second branch were merged and collectively referred to as the second branch. Huiwa power station was transferred to the agricultural reclamation power branch, and the police stations and schools were stripped off to the local areas. As of March 2007, Mengxing farm has 5 sub field units (I, II, III sub field, hospital, cement plant), 34 production teams, including 30 tapping production teams.

Farm economy

The family background of Mengxing farm is very thin. Until 1994, the total rubber area was only 42870 mu, and the per capita area of more than 3600 employees was only 11.9 mu. Before 1997, because of the unreasonable adjustment of the industrial structure, this enterprise with weak economic foundation suddenly fell into extreme difficulties. The purpose of the reform is to liberate the productive forces, develop the productive forces and improve the economic benefits, and to increase the income of the staff and workers. In 1998, the farm Party committee formed such a consensus. At that time, it was decided to carry out a drastic reform and start with three major issues: first, we should always focus on the main dry rubber production, deepen the cutting system reform while trying every means to increase the output, comprehensively implement the rubber cutting system reform of one rubber worker, three tree positions and one knife in three days, expand a rubber branch field and expand the rubber planting scale. Second, further tap industrial potential, accelerate the pace of industrial reform and increase industrial profits. The third is to reduce redundant staff and increase efficiency. At the same time of deepening the reform of personnel system, we should help the two-level organs "detumescence" and establish capable and efficient leading institutions. During the three years from 1998 to 2002, 123 cadres were reduced. On the basis of reducing the three-level management personnel, the position of rubber workers was redefined. The per capita burden area of rubber workers increased from 411 plants of 22.74 mu in 1997 to 740 plants of 37.8 mu, an increase of 66.5% and 80% respectively. The number of rubber workers was reduced from 1847 to 1097, with a reduction of 750. In the past three years, 893 cadres and workers were reduced. This alone saved nearly ten million yuan and achieved the goal of increasing efficiency.

Reform and development

In 2003, the reform was further developed in depth, and it was also a year when Mengxing farm made greater efforts in reform. The whole farm fully implemented the family management scheme of employee contract. The 44 rubber production teams were merged into 35. The number of management personnel and professional and technical personnel has been reduced from 545 to 442, and the number of management personnel has been reduced by 122. The system of cutting rubber every four days was fully implemented. There are four jobs for each rubber worker. The per capita burden area of rubber workers has increased from 37.8 Mu to 50 mu. The number of rubber workers has decreased from 856 to 653, and the number of workers has decreased by 203. After the reform of separating the government from the enterprise, the Party committee of Mengxing farm took the "ten unifications" as the working principle for the joint development of the farm and the rubber branch, and achieved the separation of work and thought, the separation of responsibilities and the combination of goals, which effectively promoted the healthy development of all kinds of work. Under the guidance of the unified core production of rubber production, the Party committee of the farm has studied and grasps production in an advanced education program, and has made two mistakes and two promotion in learning and production. In view of the fact that individual production teams and a few rubber workers could not complete the production tasks, the Party committee determined key units and individuals through research. The supervision groups and leading cadres at all levels of farms and branches went deep into these key units and rubber cutting posts to help analyze and find out the reasons, formulate measures to strengthen management, supervise and guide in time, and reversed the downward trend of dry rubber. Through solid and effective work, the proportion of dry rubber finished by key teams has begun to rise, and the output of individual rubber workers has also increased significantly. At the same time, the farm and branch companies also increased the publicity of the implementation plan of household contract for workers and the forest and rubber protection, so as to make the "three to the household, four self-care, six unification" more popular. Through strengthening the management and construction of the joint defense team and holding the joint meeting of the site, the joint efforts were formed to ensure the stability and effectiveness of the forest protection and glue protection and the site area. The reform has brought vitality to Mengxing farm and greatly promoted the development of the farm. In 2003, 5690.439 tons of dry rubber were produced, accounting for 107.77% of the annual plan; 21.32 million kwh of power generation was produced, accounting for 101.48% of the annual plan; the total output value (current price) of industry and agriculture was 78.5368 million yuan, an increase of 29.7% over the annual plan of 60.56 million yuan; and the per capita labor productivity of on-the-job workers was 3.7%
