Fuhe Hui District is the lower District of Luoyang City, Henan Province. It is located in the east of Luoyang City. Its geographical coordinates are 112 ° 28 ′ - 112 ° 30 ′, 34 ° 40 ′ - 34 ° 42 ′. It borders Luolong District in the East, the old city in the west, Mangshan mountain in the north and Luohe River in the south. It is 6.55km long from east to west and 7.75km wide from north to south, with a total area of 41.7km2. It is one of the five ethnic minority urban areas in China.

As of 2011, the Hui District of Fuhe has jurisdiction over one Hui Township, seven streets and a total of 30 communities. The total population is 191000, the urbanization rate of permanent residents is 93%, and the urban population is 1776300; the agricultural population is 13370000, accounting for 7% of the total population, and there are 22 ethnic groups, including Hui, Han, Manchu and Mongolian.

In 2011, the Gross Regional Product (GDP) of Huizu District in Luohe was 5963.61 million yuan, an increase of 12% over 2010.

Historical evolution

In 927 ad, Zhao Kuangyin, the song Taizu, was born in bakongyao street, Jiamaying, Luoyang.

In 158 B.C., in the second year of King Jing of Zhou Dynasty, in the 24th year of Duke Zhao of Lu Dynasty, Confucius of Qing Dynasty entered the Zhou Dynasty and made a memorial ceremony in laodan.

In 770 BC, King Ping of Zhou moved his capital to Luoyi, which is known as the Eastern Zhou Dynasty. The jurisdiction is the capital.

In the first year of emperor Zhuangxiang of Qin Dynasty (249 BC), Qin built Sanchuan County, which ruled Xingyang and later moved to Luoyang. The jurisdiction belongs to Henan county.

In the first year of Jianwu in the Eastern Han Dynasty (25 years), after Emperor Guangwu Liu Xiu overthrew Wang Mang's "new" Dynasty, the capital of the Eastern Han Dynasty was Luoyang. The jurisdiction is the capital.

In the first year of the Wei and Huang dynasties (220), Emperor Wen of the Wei Dynasty (Cao Pi) established the capital of Luoyang. The jurisdiction is the capital.

In 483, Emperor Xiaowen moved his capital to Luoyang. The jurisdiction is the capital.

In the second year of Daye (606) of the Sui Dynasty, Emperor Yang of the Sui Dynasty ordered the original residents of Luoyang City and the rich merchants from all over the country to live in Luoyang City. The area under his jurisdiction was the residential area in the capital city.

In the Northern Song Dynasty, Luoyang was the western capital and Luoyang county was the jurisdiction.

During the period of the Republic of China, Luoyang county was under the jurisdiction of district one and district two.

After the founding of the people's Republic of China, the jurisdiction, as an administrative region, has been changed repeatedly. At first, it was divided into three districts, then into two districts, and then the same district was merged into the old urban area.

In July 1957, the preparatory group of Fuhe Hui District was established; on November 15, with the approval of the State Council of the people's Republic of China, Fuhe Hui District of Luoyang City was established.

In September 1958, Shuangming street was renamed Dongguan Street; Fuhe Hui Township was renamed Hongqi people's commune; in December 1958, Fuhe Hui District was renamed Fuhe people's commune. Baimasi people's commune in the suburb is under the jurisdiction of Fuhe people's commune. Fudong Hui Autonomous Region was renamed BeiYao street.

In February 1959, Dongguan, Xin'an street and BeiYao streets were abolished, and two administrative areas of Fudong and Fuxi were established; in August, Hongqi people's commune was abolished, and agricultural administrative area and vegetable administrative area were established; in September, Fuhe people's commune was abolished, and the organizational system of Fuhe Hui District was restored.

In July 1962, four streets including Dongguan, Chezhan, BeiYao and Wugu road were established, and Baima Temple people's commune was put into the suburbs.

In December 1963, the station office was renamed Fuxi Street office.

In December 1970, tawan sub district office was established.

In September 1997, Yangwen sub district office was established.

In 1984, Huizu District of Fuhe had jurisdiction over six streets, including Dongguan, BeiYao, Fuxi, Wugu Road, tawan and Yangwen.

In June 2000, the division of Luoyang City was adjusted, and Fuhe Hui nationality township under the jurisdiction of Luolong District was put under the jurisdiction of Fuhe Hui nationality district.

In September 2005, Hualin office was established.

In July 2007, the division of Luoyang City was adjusted, and magou village, Langou village, Lumiao village and Shilipu village under the jurisdiction of Baimasi Town, Luolong District were handed over to Yangwen Office of Huizu District in Fuhe.

At the end of 2005, the number of district sub district offices increased from 6 to 7, with Hualin sub district office, 63 neighborhood committees and one Hui nationality township in Fuhe.

At the end of 2007, the division of Luoyang City was adjusted, and four villages, magou, Langou, lvmiao and Shilipu, formerly under the jurisdiction of Baimasi Town, Luolong District, were delivered to Yangwen sub district office.

By the end of 2010, the district had 1 Hui Township, 7 sub district offices, 15 administrative villages and 14 communities.

By the end of 2011, 9 administrative villages in Xusheng, Beiguan, Xiayao, Shangyao, Tadong, TASI, Shijiawan, Mapo and Zhongyao of the 11 administrative villages in Fuhe Hui Township under the jurisdiction of the district were changed into community residents committees. Shilipu village, one of the four villages under the jurisdiction of Yangwen Office of seven offices, has also been changed into a community residents committee.

At the end of 2012, there were 7 sub district offices and 1 Hui Township in Fuhe district. There are five administrative villages. Among them, there are two administrative villages (Xiaoli village and panlongzhong) in Huizu township of Fuhe, and three administrative villages (magou, Langou and lvmiao) under the jurisdiction of Yangwen office.

On May 3, 2013, the people's Government of Huizu District of Fuhe approved the relocation of Xiaoli village and panlongzhong village in Huizu township of Fuhe. So far, the "village to residence" of the original 11 administrative villages in Huizu township of Fuhe has been completed.

On June 27, 2014, the Huizu District People's Government of Fuhe approved the relocation of magou village, Langou village and Lumiao village under the jurisdiction of Yangwen sub district office. So far, the "village to residence" of the original 15 administrative villages in the region has been completed, and the new Evergrande Oasis Community Residents Committee has been approved, which is under the jurisdiction of Huizu Township in Fuhe.

Feihe Hui nationality region is located in the eastern front of the second step of the three steps of China's terrain and the southeastern edge of the land plateau. It is an important boundary between the East-West tectonic region and the South-North geological division. The landform basically belongs to the plain landform of river custom sedimentation. The southern part is mainly composed of floodplain. In the north, Mangshan eroded and accumulated loess landform. The terrain of wugulu street and Yangwen street near Mangshan in the north is relatively high, and that of Hualin street near Luohe in the south is relatively low. The terrain of Dongguan Street, BeiYao street and Fuxi street in the center of the city is relatively flat, and that of tawan street near Jiaozhi railway in the East is relatively flat. The highest point is 158 meters, the lowest point is 129.10 meters, and the relative height difference is 29 meters.

Huizu District of Fuhe is a warm temperate continental monsoon climate, which is characterized by windy spring, arid climate, hot summer, concentrated rain, sunny autumn, sufficient sunshine, cold winter and few rain and snow. There are four distinct seasons in the whole year, and the distribution of heat and precipitation with time has significant seasonal characteristics. The average annual temperature is 14.7 ℃ and the average annual rainfall is 601.6 mm. The annual sunshine hours are 2141.6 hours, and there is little difference among different places. The distribution of four seasons is more in summer and less in winter, and the spring and autumn is in the middle.

There are 342 species of terrestrial vertebrates, among which there are more than 190 species of rare animals, mainly including Swertia, mink, otter, giant salamander and a variety of precious birds.

In the Hui nationality area of Fuhe, the two railway arteries of Longhai and Jiaozhi form a cross. Er Guang Expressway and 310 National Highway cross each other. Zhongzhou Road and Jiudu Road, the main roads in the urban area, run through the whole area. The east entrance of the city (Feihe station of Er Guang Expressway) has become an important channel in and out of the urban area. The urban area is only about 10 kilometers away from Luoyang Airport, which is directly connected with Zhengzhou airport by high speed.
