He was born in Xiushui, Zhejiang Province. In 1873 (the 12th year of Tongzhi in Qing Dynasty), Jin Fu was the magistrate of Nanhui County. He is an honest and diligent official. Soon after he arrived in the county, he had a son surnamed Qian who was kidnapped by thieves and came back from danger. He had an uncle who was greedy for his property and sued the government, falsely saying that he was not surnamed Qian and was a robber Zhu who was fleeing. The former magistrate believed it and sentenced Qian's son as a thief and put him in prison. When Jin Fu inspected the prisoners, he found some doubtful points. When Jin found out that Zhu had a wife at home, he sent for Zhu's wife and asked her to meet the fake "Zhu". But Zhu's wife didn't know the prisoner, so the case came to light. Jin Fu had done a lot of good things during his term of office. There are many sand fields reclaimed by Nanhui seashore, which have never been measured. As a result, the government's tax revenue did not increase, but some corrupt officials and local evil gentry extorted money from them. Jinfu had measured more than ten thousand mu of Shatin and allocated it to Shantang and Shuyuan. Jinfu once paid attention to the development of school, set up the God of the first teacher in the rutin cottage, and offered sacrifices twice a year in the spring and autumn. There are also classics and history books in the hall. Jinfu once selected high-quality students from the county school to study in the thatched cottage. At the end of each year, Jin Fu imitated the teaching method of the government school and rewarded the old scholars. Those who were over 60, 70 or 80 years old were divided into three grades and given different kinds of money and goods.
