Close to the administrative center of Changzhou, Hehai street is the political, economic, commercial and cultural center of Changzhou high tech Zone, with a total area of 7.82 square kilometers and a total population of 70185 (2010). It is 1km away from Changzhou crossing of Shanghai Chengdu expressway, 5km away from Changzhou Railway Station, 6km away from Beijing Shanghai high speed railway station, 10km away from Changzhou airport and Changzhou port.

On July 2, 2020, the people's Government of Jiangsu Province decided to abolish Hehai street.
