Xinchun community neighborhood committee is located in the north of Licheng District, with Zhongshan North Road in the East, Gucheng West Street in the south, Kaiyuan ancient temple in the West and Zhongshan Park in the north. Xinchun street and Xinjie street were merged into Xinqing street, which was renamed Xinchun community. The community has a population of 3915 and a floating population of 446, with a total area of 36000 square meters.

In the early days of liberation, it belonged to Tongshan area, and was named Xinchun street when the government was established. It is brother street with Xinjie street. It was built in the seventeen year of Qianlong in Qing Dynasty, "Town God's Temple, Jinjiang". The building was completely preserved, and it was renovated by ancient restoration. Zhongshan Park is a beautiful park with fitness, culture and entertainment. It is full of trees and fresh air in the morning. Citizens come here for morning exercises, playing chess and chatting. The large-scale Quanzhou theater presents films, famous plays and concerts, providing people with audio-visual enjoyment.
