The residents committee of Limin community was established in June 2002 by the merger of the former Limin and Donghai residents committees.

In November 2002, huandang Document No. 52 published the original two party branches of the neighborhood committee and established the general Party branch committee of Limin community, Huannan street, Dinghai District of the Communist Party of China, with three party branches under its jurisdiction. On October 30, 2007, the general Party branch committee of Shaxiao community established the Limin community committee of Huannan street, Dinghai District, Zhoushan City, with four party branches and 112 party members, including 65 males and 47 females, 150 in-service party members, one league branch, seven league members, one deputy to the Municipal People's Congress and two deputies to the District People's Congress. There are 4 members of the street Council, 7 in-service cadres and 2 Family Planning Association administrators in the community.

The community covers an area of 0.8 square kilometers. It starts from 81-85 East Ring Road in Dinghai, ends at 115-141 West Ring Road in the west, ends at 113-279 South Ring Road in the south, ends at Donghai East Road and Donghai West Road in the north, and borders on Jiefang street. The prosperous Renmin South Road connects the whole community vertically and horizontally. The office address is room 101, unit 3, building 4, Jinhui apartment.

There are 66 residential buildings and 1439 households in the community, including Jinhui and YIQINYUAN, 180 old bungalows, of which nearly 500 were built in the 1970s and 1980s. As of December 2014, there were 1493 households with 3752 permanent residents, including 1961 females and 1791 males.
