Xing'an township is under the jurisdiction of Mohe County. It is located in the northeast of the county, on the right bank of Heilongjiang, adjacent to Tahe County in the East, and across the river from Amur state in Russia in the north. The township government is 110 kilometers away from the county seat.
Xing'an Township, formerly known as Muer Township, is named after ermur river. At the end of the Qing Dynasty, Amur Kalun was set up in 1909 (the first year of Xuantong of the Qing Dynasty), and the settlement was formed under the jurisdiction of Mohe chief card officer and Heihe Prefecture. After the founding of the Republic of China, it was put under the jurisdiction of Mohe Administrative Bureau in July 1914. In January 1917, Mohe "changed its Bureau into a county" under the jurisdiction of Mohe County. After the fall of Northeast China, it was attached to Liandan Zhenbao at the beginning, and then to ermur village. After the victory of the Anti Japanese war in 1945, in March 1947, he joined huma county and established the power of ermur village, which was under the jurisdiction of the Fifth District. In 1956, the township government was stationed on the "Ancient City Island". In September 1958, it was renamed ermur people's commune. Because of the flood, the residence of the commune was moved from Gucheng island to the South Bank of the river in 1961. In 1963, it was renamed as Xing'an commune, which is located in Xing'an village. In August 1981, Xing'an commune was put under the jurisdiction of Mohe County. At the beginning of 1984, the government and society were separated and changed into Xing'an township. The total area of Xing'an township is 1428.4 square kilometers, with undulating mountains, dense forests and rich wildlife resources. Heilongjiang and ermur River are rich in river fish, known as "Xing'an fishing town". The ancient island village in the territory was destroyed by the ice disaster in the spring flood of 1985. The residents of the village moved from the island to the South Bank of the river to build the new ancient village. The township has 13000 mu of arable land. The economy is dominated by forestry and sidelines. The township has jurisdiction over four villages, namely, huanghualing, Dahexi, Gucheng island and 25 stations. At the end of 1992, the total population of the township was 1917. The township government is located in Dahexi village. the ancient city island on the Chinese side of Heilongjiang Province is the famous headquarters of the Qing army in the yakesha war, and the other side is the "yakesha city" (today's Russian town of albazin).
