Xin'an township is under the jurisdiction of Fangzheng county. It is located in the northwest of the county, on the South Bank of Songhua River, adjacent to Tianmen Township in the East, Binxian County in the West and nonghe town of Tonghe County across the river in the north

. The township government is 36 kilometers away from the county seat. Originally under the jurisdiction of South Tianmen district (three districts). In March 1956, Xinan township was set up instead of sub district township. In September 1958, it merged with Nantianmen Township and changed into xintianmen Township, which was renamed Tianmen people's commune at the end of the same year. In June 1961, Xin'an commune was set up from Tianmen commune. In August 1984, it was changed to Xin'an township. Xin'an township is surrounded by mountains on three sides, the Songhua River in the north, and the gualan river flows through the whole territory from south to north. The total area of the township is 160 square kilometers, with 80% of mountain forest area and only 26000 mu of cultivated land. Sideline production to collect wild herbs and Osmunda, fern and other mountain products. Township run industrial complex factory, brick factory, accessories factory. The township has jurisdiction over 7 villages including Xin'an, Xincun, Kaoshan, Baoshan, Liuhe, Hasan and Hengshan. In 1990, the total population of the township was nearly 5000, of which Manchu, Korean and other ethnic minorities accounted for about 1%. The township government is located in Xin'an village.
