Xinnong township is under the jurisdiction of Daoli District of Harbin city. It is located in the west of the city and the South Bank of Songhua River, belonging to the outer suburbs. It borders Xinfa town in the East, Yushu Township and Shuangcheng City in the south, Yunliang River and Taiping Town in the West and Songhua River in the north. It was originally under the jurisdiction of Guxiang District, a suburb of the city, and a new agricultural production cooperative was established in the cooperative movement.

In March 1956, the village was divided into townships and Xinnong township was set up under Wanggang district. In 1958, "people's communization" was put under the sixth management area of Xinfa commune. In 1962, Xinfa commune was set up. In March 1963, it was under the jurisdiction of Binjiang District. In August 1972, it was put under the jurisdiction of Daoli District. In 1984, the government and society were separated and changed into new rural areas. Xinnong township has flat terrain and fertile soil. With a total area of 104.2 square kilometers and 58800 mu of cultivated land, the township is one of the main production bases of "three vegetables" (spring, summer and autumn vegetables) in Harbin.
