Hami City governs the township. In 1954, suburban township was established. In 1958, red flag commune was established. In 1963, it was changed into suburban commune. In 1984, it was changed into Township again. It is located in the suburb of the city.

With an area of 13 square kilometers and a population of 8000, there are Uighur, Han, Hui and other ethnic groups, of which 50.1% are Uighur and 49.9% are Han. It has jurisdiction over nine village committees, namely, dongcaiyuan, nancaiyuan, xicaiyuan, shangaya, zhongaya, dayingmen, Xinxi, Yuejin and wuerda. The terrain is flat and the water source is rich. It mainly produces vegetables, especially greenhouse vegetables. GAis tomb is also known as "Saint tomb" and "green arch worship". It is located in dayingmen village, suburban township, 2km away from the city center. It is said that in the Zhenguan year of the Tang Dynasty, Arab missionaries GAis, wuweisi and wangasi came to spread Islam in China. Later, Wan Gasi was buried in Guangzhou, and Wu Weisi was buried in Huibao, Gansu. In 1946, Muslims in Hami donated money to move the tomb to its present site. Gaisi tomb is 15 meters high. Its lower part is square, surrounded by eaves, and the door opens to the south. Its upper part is an arched dome, built with green glazed tiles, shining in the sunshine. It is one of the places of interest in Hami.
