Guanghua Street office was established on July 15, 2009 by the decision of the 43rd session of the 5th Standing Committee of hailun municipal Party committee. It is the agency of the municipal Party committee and the municipal government, and is a department level unit. The four storey European style office building was built in 2009 with an investment of 3.8 million yuan by the municipal government, covering an area of 2250 square meters. The first floor serves the convenience Hall of Leiyan community, the second floor serves the Guanghua community health service center, and the third to fourth floors serve as the street office. There are party mass office, administration office, people's livelihood office, family planning office, finance office, urban management office and other offices. Besides, there are resident schools, Party members' activity rooms, community police rooms, resident activity rooms, fitness rooms, medical rooms and community service stations to provide convenient services for the majority of residents. At present, there are 24 Street cadres and 88 community workers. There are 2 community party branches, 8 Party branches (including organ party branches, second light hospital Party branches and Aoxing school party branches) and 7 community neighborhood committees. On behalf of the municipal Party committee and the municipal government, it exercises administrative functions over units, communities and residents within its jurisdiction. Guanghua Street office is located in the east of Xuefu Road, opposite to No.1 Middle School (the east side of Xuefu Jiayuan is a four storey single storey building). Its jurisdiction covers Xiangyang Street in the East, Haixi New District in the west, Dongxing village of Qianjin Township in the South and Hucheng village of hailun town in the north. With an area of 5.16 square kilometers, there are 20.678 households with 63.880 residents, 42 resident units and 1248 individual businesses.
