It was established in 1980. In 1997, it covers an area of 3.5 square kilometers and has a population of 64000. It has jurisdiction over 22 cities, including Xiguan Street, Mashi street, xihuancheng Middle Road, xihuancheng South Road, Chengxi Third Road, Chengxi Fourth Road, shengyimao, Henan Yimao textile factory, Cuiyuan East Street, Cuiyuan west section, Cuiyuan northwest corner, sewing machine factory, shengyimao, huangbianhe, Songcheng, Kangle southeast corner, Kangle northwest corner, Cuiyuan middle street and Mashi third street The neighborhood committee has Kaifeng Municipal Party committee, municipal government and other organs. In 2005, the West Street of Gulou District was put under the jurisdiction of Jinming district. On October 19, 2014, Jinming district was merged into Longting District.
