Qingguangxu six years (1880), belongs to binzhen District of Pennsylvania. In 1909, the first year of Xuantong in Qing Dynasty, it belonged to Acheng county. In 1920, it belonged to the fourth district. During the period of northeast occupied by the Japanese, Shicao village, Huanghe Township, was set up. In 1949, it belonged to the Fifth District of Acheng county (Hongshi District). In 1957, it was changed to Shicao township. In 1958, the township changed into a commune.
