[black city and countryside] is located in the west of Hualong Hui Autonomous County, Qinghai Province, 42 kilometers away from the residence of the county government. The population is 13000, mainly Hui, accounting for 91% of the total population. It covers an area of 77.7 square kilometers.
It has jurisdiction over 18 village committees, namely sihaning, yishaer, laquyi, laquer, xiangyima, zharang, goulonggou, lagongma, luhuzang, larangtan, Yaodong, shangtan, zonggatang, Chengdong, shalagou, wangantan, dalaqu and Akala. In 1950, Heicheng town was set up along the old system. In 1958, it was incorporated into Zaba commune. In 1962, it was divided into Heicheng commune. In 1984, it was changed into Heicheng town. On March 19, 2001, the people's Government of Qinghai Province issued the reply of Qingzheng letter No.20: the two townships of Zaba and Heicheng were abolished, in which 12 villages (sihaning, yishadong, laquyi, laquer, xiangyima, zarang, konglonggou, luohuzang, dalaqu, Akala, Yaodong, larang Beach) and Zaba Township of Heicheng were merged to establish Zaba town.
