Shangyang Hui Township, belonging to Kongtong District, Pingliang City, Gansu Province, is located in the southern mountainous area of Kongtong District, adjacent to Dazhai township of Kongtong District in the East, Shankou village of Xiamen township of Kongtong District in the south, Xiantai village of Xiamen township of Kongtong District in the West and Xiajia village of Shilipu town of Kongtong District in the north. Its total area is 45.93 square kilometers.
During the Tongzhi period of the Qing Dynasty, after the failure of the Hui uprising in Shaanxi, many Hui people with the surname of Yang moved to live here. Shangyang was the one who lived on goupo, hence the name of Shangyang township. In 1958, after the establishment of Xiamen commune, it belonged to it. In 1961, it was separated from Xiamen commune and Shangyang commune was established. In 1965, it was merged into Xiamen commune again. In 1980, it was separated from Xiamen commune again. In 1984, Shangyang Hui Township was established. By the end of 2018, 8057 people registered residence in the upper Yang Hui Township. As of June 2020, Shangyang Hui Township has jurisdiction over seven administrative villages. The Township People's government is stationed at No. 18, Xiayang village.
At the end of 2011, Shangyang Hui nationality township produced 3264.26 tons of grain and 4.2 million yuan of oil production.
