Luowenzao town is located 15 kilometers east of Yanggao County, Datong City, Shanxi Province, bordering Xinghe County in the north and Tianzhen County in the East. Luowenzao town has a population of 9051 households and 30619 people (including 1050 non-agricultural population).

The project started on September 18, 2004, involving 11000 people in luowenzao, Wujiabao, Mojiabao and Liulin administrative villages. The project covers an area of 13500 mu with a total investment of 4.22 million yuan. By the end of September 2005, 32 new motor wells and 32 old ones will be drilled and repaired in the project area, 18 km of new pipe trench will be excavated, 14 km of salt drainage channel will be excavated, 22 km of field ridge will be built, 11000 forest network road protection forests will be planted, 3100 willows will be planted, and 2 km of supporting pipe irrigation will be planted. With the completion of the project, 6500 mu of irrigated land will be added and 7000 mu of irrigated land will be improved. The project area will become the key production area of main grain and cash crops in the town.
