Hetang community service center was established on April 27, 2012. It is located on the first floor of Guangming Guihua garden, No.9 Hydropower Bureau, Sanqiao and heshanpo, covering an area of 6.7 square kilometers.

Hetang community in Yunyan District was established by changing the original Jinya sub district office into three ways. It consists of three residents committees, namely, the residents committee of No.8 Hydropower Bureau, the residents committee of No.9 Hydropower Bureau and the residents committee of Yajiang. Large enterprises and institutions in the jurisdiction include: snowflake brewery, Scientific Research Institute of State Electric Power Design Institute, Transportation Research Institute, Third Ring machinery plant of tiewu Bureau, highway company, No.9 Hydropower Bureau, Guiyang No.40 middle school, No.9 Central Hospital, No.8 base, No.8 machinery plant, No.8 Scientific Research Institute, Guiyang sunshine hospital and No.2 Jinyang experimental school. there are four departments in the community service center, namely: Party and government work department, mass work department, social affairs department and urban management department. The office area is 320 square meters, and the service hall is 120 square meters. There are nine external service windows in the hall, including social security, employment, family planning, legal consultation and floating population. They are equipped with satisfaction evaluation device and monitoring system, which can grasp the service quality and efficiency of the center staff at any time.
