On January 12, 2021, Sichuan Provincial People's Government approved Liangshan Prefecture to adjust the administrative divisions of Puge county and other seven counties (cfgm [2021] No. 1): Tebu Township and luogan Township were abolished, the administrative areas of former Tebu Township and luogan Township were put under the jurisdiction of LuoJishan Town, and the people's Government of LuoJishan town was stationed at No. 1, group 5, moral education village.

Seeing this prosperous scene, it is hard to imagine that five years ago, LuoJishan town gathered nearly half of the drug addicts in the county, up to 179 people.

The 32 year old young man in Huangcaoping village, LuoJishan town rents a 30 square meter store in LuoJishan tourist street. The store is full of a variety of household appliances. He is very satisfied with his current life. Before 1998, however, he was a heroin addict. In 1996, building block and Jia's childhood friends came back from Kunming, bringing not only information about big cities, but also heroin. Addicted to curiosity, he smoked more than 30000 yuan in two years, and sometimes his family was too poor to eat potatoes.

This is an unavoidable fact: in the early 1990s, some young people with a little knowledge in the village could not bear poverty and went south to work in Kunming and other big cities. Some people learned to take drugs and drug trafficking. With the purpose of getting rich, they brought this terrible business back to their hometown

In the face of all this, the township cadres at that time had nothing to do. In 1998, Liangshan Prefecture launched the "pure land plan" in an all-round way, signing anti drug responsibility certificates at all levels, from leaders and cadres of prefectures, counties and townships to leaders of villagers' groups. Every cadre and Party member is responsible for the help and education of at least one drug addict. If he fails to complete the task, he will be punished administratively and economically. This kind of anti drug mechanism urges every Party member and cadre to think and explore, and finally finds the best way out for anti drug, that is, to help the villagers get rich.

The development of economy needs funds, but it is even more difficult for Huangcaoping village, LuoJishan Town, which is called "Widow Village". In 2000, after the repeated coordination of town and village cadres, guaranteed by the village collective economy, and even in the form of three or five joint loans, the drug addicts in Huangcaoping village finally got loans from the rural credit cooperatives. Since 2000, the credit cooperatives have issued a total of 153000 yuan of small loans to Huangcaoping village, and the number of individual businesses has grown to more than 300.

Under the promotion of the "pure land plan", Liangshan Prefecture has given 600 yuan per mu subsidy to the villagers of LuoJishan town for reclaiming wasteland by setting up a comprehensive agricultural development poverty alleviation project since 2002. The enthusiasm of the villagers is unprecedentedly high. In LuoJishan Town, 1000 mu of luanshitan has been reclaimed into beautiful paddy fields. Correspondingly, in June this year, the number of drug addicts in the town has dropped to 32.

I went to the Yi village with peach blossom and pear blossom, but spring didn't seem to have passed the majestic daqingliangzi between Xichang and Puge. In Xichang, it's already a colorful spring, and in LuoJishan, it's just a bashful appearance.

However, in the newly built farmers' market in LuoJishan Town, I still feel the boiling life. Vitality, order, characteristics, those familiar faces in the crowd still excite me, those compatriots who hold the castrated chicken and drive the piglets into the market, and those sisters who meet by chance and are wrapped in flower scarves still clap my heart and attract my shutter. In the past, the crowded market has been changed into a parking lot. The white paint is painted with square parking spaces, which makes people feel the change of the town.

Change, if we turn our eyes to the depth of history, and go up along the tunnel of time, this feeling will be more intense.

"Daliang Mountain enjoys the style of Yi people, Luoji Mountain enjoys the year of Yi people". This advertisement with accurate positioning, distinctive features and clear demands is really unforgettable. It is the cream of the new year's propaganda and enrichment in recent years.

However, the past of LuoJishan town is not like this. Tuomugou is its former name.
