Pan'an township was established in 1954, Pan'an commune was established in 1962, Yongjin commune was renamed in 1966, and Pan'an township was restored in 1978. It covers an area of 149.49 square kilometers, with an average altitude of 2100 meters. It is located at the junction of "two prefectures and three counties".
