Hailuo township is under the jurisdiction of Jianyang City, Sichuan Province. Hailuo township is located in the west of the city, 11 kilometers away from the city government. It covers an area of 12.66 square kilometers and has a population of 8344 (2017). Taiping caochi highway runs through the countryside. It has six village committees: Fuxing, Wannian, Qianli, Donggou, mutually beneficial and Changshan.

On April 1, 2017, Hailuo township was entrusted to Chengdu high tech Zone by Jianyang City, Sichuan Province.
