According to the orientation of "industrial new area and modern new city", Zaoyang municipal Party committee and municipal government plan to build an 80 square kilometer Park, and strive to build the new urban area and park into a leading area for attracting investment, a gathering area for leading industries and a model area for urban construction with soul, culture, industry and vitality. Focus on building "one district and two parks". The first zone is the economic development zone; the second zone is the science and Technology Incubation Park for small and medium-sized enterprises and the Zaoyang return entrepreneurship Park.

With a planned construction area of 50 square kilometers and a total investment of nearly 1.5 billion yuan, the City Economic Development Zone has completed the construction tasks of Zhongxing Avenue, development avenue, HeXie Road, south section of Renmin Road, Xihuan third road and other park roads, forming a "eight vertical and eight horizontal" road framework, in which Zhongxing Avenue is 20 kilometers long and development avenue is 14 kilometers long. At present, there are 186 Enterprises above Designated Size in Zaoyang economic development zone. Zaoyang small and medium-sized enterprise science and Technology Incubation Park, planning to build 20 square kilometers, currently 23 enterprises.
