Mulan mountain scenic spot, a national 5A scenic spot, is located in the north of Huangpi District, 50 kilometers away from the downtown area and 30 kilometers north of Huangpi downtown area. It has Mulan Lake in the East, Mulan River in the south, Wanshui River in the West and Dabie Mountain in the north. It is 90-582 meters above sea level and covers an area of 78 square kilometers with a forest coverage rate of 95%.

The current management system of our office is self-supporting financial management system. The district Party committee and district government bring our office into the target management of street, township, town and field level government. The management office implements the business model of unified revenue and expenditure. The main sources of income are tickets, parking fees, ropeway operation and store transfer rent. The main expenditures are wages, construction funds, publicity funds and operation funds.

（1） Organization setting

Mulanshan Scenic Area Management Office, established in June 1983, is a department level institution directly under the district (Wu Bian No. 40). It covers an area of 78 square kilometers and has jurisdiction over three administrative villages: Mulanshan village, tieshidun village and Menlou village, with a rural population of 2457. The "three fixed" plan of the district editorial board defines the main responsibilities and organizational structure of our department (PI No. 52). The management office has nine administrative departments (office, personnel department, finance department, construction department, religion department, tour guide department, agriculture department, supervision department and comprehensive management office). In 2011, Mulan mountain scenic spot launched the institutional reform and carried out the first trial, cancelled the tour guide department and finance department, and established the economic development office. In addition, the Ministry of people's armed forces, trade union and Commission for Discipline Inspection are set up according to relevant regulations and regulations, and five secondary institutions (Mulanshan forest farm, Mulanshan tourism service center, Mulanshan environmental sanitation station, Mulanshan labyrinth management station and Mulanshan water supply station) are set up at the same time. The total number of authorized staff of our department is 448 (including 70 organs and 378 directly affiliated institutions). At present, our department has cadres There are 454 employees, including 21 civil servants.

（2） Tourism resources

Mulan mountain has a long history of Mulan culture, religious culture and rich landscape resources. It is one of the first batch of provincial scenic spots, provincial nature reserves, provincial cultural relics protection units, national patriotic education base for religious circles, national 5A tourist attraction, National Geological Park and popular science base for land and resources in Hubei Province. The main tourism resources are embodied in five aspects

One is the source of Mulan culture,

It is the traditional hometown of general Mulan. The legendary story of this heroine is recorded in every stone and scene on the mountain;

Second, the Millennium religious holy land,

The religious culture of the integration of Buddhism and Taoism has lasted for more than 1500 years and is still one of the most important pilgrimage sites in Central China

It is a national geopark,

It is an important part of the famous Dabie Sulu orogenic belt in central and eastern China. Its blueschist belt with great geological value is the "golden key" to study the Central Orogenic Belt of China;

Fourth, the cradle of the red revolution,

It is the birthplace of the seventh army of the Chinese workers' and peasants' revolutionary army. There was a saying that "the Autumn Harvest Uprising team went to Jinggang Mountain, and the jute uprising team went to Mulan mountain.";

Fifth, natural ecological treasure house,

There are 30000 mu of primary secondary forest with rich species of animals and plants. It is a key biodiversity protection scenic spot and the most effective natural oxygen bar in Wuhan.

（3） Agricultural situation

The Management Office of Mulan mountain scenic spot administers 3 villager committees and 14 villager groups, with a total number of 606 households and a population of 2342, including 1648 agricultural population. It covers an area of 78 square kilometers, with 140 hectares of arable land, including 69.2 hectares of paddy fields, 70.7 hectares of dry land, 37.3 hectares of forest land, 2000 hectares of forest area, and 95% of forest coverage. in 2015, the Management Office of Mulan mountain scenic spot actively implemented various policies to benefit agriculture and promote the sustainable and healthy development of agricultural and rural economy. The annual sown area of crops in the scenic area is 251.7 hectares, including 110 tons of grain, 112 tons of oil and 2920 kg of vegetables. The annual per capita net income of farmers is 12660 yuan, an increase of 15.5% over the previous year. We will strengthen the construction of rural infrastructure. With an investment of 2 million yuan, the "five in one" project construction of three villages has been completed, which has passed the municipal and district acceptance; with an investment of 2 million yuan, the tieshidun reservoir dam maintenance and reinforcement project has been started, the flood preparation work of Tayuan reservoir has been completed, and the damaged pavement of Tongwan highway has been repaired and hardened, which has laid a solid foundation for agricultural and rural development. Strengthen the organization and management of rural surplus labor transfer. We should vigorously develop rural recreation and rural leisure tourism, actively guide farmers in scenic spots to enter the tourism market, and expand channels for farmers to increase their income. In the whole year, 16 farmhouses were built and more than 80 rural surplus labor forces were transferred. In order to promote the comprehensive development of "beautiful rural construction", a leading group and a special working class for the construction of beautiful rural areas have been set up. Now it has entered the closing stage, and various infrastructure construction and house facade renovation have been completed. On the basis of completing the "prescribed actions", special "optional actions" have been arranged, and funds have been actively raised to complete the village standard, bicycle lane, cultural activity center, public housing project Cultural corridor, parking lot, rural landscape and other characteristic highlights and functional service engineering construction.
