Luoyang Road Street is located in the northernmost part of Sifang District, with Licun River in the north, South Chongqing Road in the East, Kaiping road and Kaifeng Road in the south, and Jiaozhou Bay Expressway in the west, covering an area of 7.29 square kilometers. By the end of 2005, there were 27786 households with a total population of 79397.

The predecessor of Luoyang Road Street is the former Luoyang Road Street in Cangkou District, which was established in August 1984. In 1994, when Qingdao carried out new zoning adjustment, Zhengzhou road street, Luoyang Road Street, Kaiping road street, yanjiashan village, Xiangli village and Yantan village under the jurisdiction of Cangkou district were put under the jurisdiction of Sifang district government. The office is located at No.18 Luoyang Road. In 1996, the office moved to No.20 Shangqiu road. In March 1998, Zhengzhou road street and Luoyang Road Street worked together, named Luoyang Road street. In April 2001, Anyang Road community, Guangxia community, Yantan community and guomianwuchang community of Kaiping road street were merged into Luoyang Road street. The office is still at No. 20 Shangqiu road. In November 2002, for the convenience of the masses, the office moved to the new administrative hall, No. 8, Taikang 1st Road, and implemented the "one door" external office, becoming the best office area in Sifang district. in July 2004, in the general election of neighborhood committees in sub district districts, the original 17 community neighborhood committees were re divided into 13 community neighborhood committees, namely Shangcheng community neighborhood committee, Shangqiu community neighborhood committee, Haiqin community neighborhood committee, Xinyuan community neighborhood committee, Guangxia community neighborhood committee, Nanyang community neighborhood committee, Yantan community neighborhood committee, Xiangli community neighborhood committee and Xingcheng community neighborhood committee Zhengzhou community neighborhood committee, Zhengzhou Branch Road community neighborhood committee, happy community neighborhood committee, yanjiashan community neighborhood committee.
