It was built in 1980. In 1996, it covers an area of 5.6 square kilometers and has a population of 68000. It has 17 neighborhood committees, including Dongxin 1, Dongxin 2, Dongxin 3, Dongxin 4, Dongxin 5, Jiangbin, Meiling, Gaoyan, Zhenwei, Heren, Chonggui, Huguang, Huming, Beilu, Dong'an, Xubi and Qianlong.

In March 1999, the two neighborhood committees of dongxinwu road and Qianlong were put under the jurisdiction of Beimen street. In 2000, the permanent resident population was 60835. In 2003, it governed 10 communities with a population of 61000 and an area of 5.6 square kilometers.
