West Dongting administrative district, Changde City, Hunan Province

The West Dongting management area, called "West Dongting district" for short, gets its name because it is located on the West Bank of Dongting Lake. Its predecessor is "West Dongting farm", which is located in Dingcheng District and is a county-level administrative area under the jurisdiction of Changde City, Hunan Province. It has a total area of 110 square kilometers and a total population of 75000. The people of the whole region come from 203 counties in 23 provinces and cities (districts) in China, with 13 nationalities and more than 200 surnames.

The West Dongting management area has one town and two sub district offices, namely Zhufeng Town, Longquan sub district office and Jinfeng sub district office. In addition to administration, finance and taxation, other affairs including civil affairs, division and statistics are all included in Dingcheng District. Evolution of organizational system

The West Dongting management area of Changde City, Hunan Province, is located in the Minzhu Yangcheng embankment of Dingcheng District, Changde City, on the West Bank of Dongting Lake. The earliest records of human activities with textual research can be found in the annals of Changde Prefecture of Jiaqing. Ouyang Xun, the magistrate, built the ancient surang weir in the area of Tujia lake. According to Tongzhi's Wuling county annals, sulangyan was "built in the Tang Dynasty and added in the Song Dynasty". It can be seen that more than 1000 years ago, there were social production activities of human conquering nature in the West Dongting administrative area.

In the 29th year of the Republic of China (1940), the Youth League of the three people's principles of Changde county set up a youth farm in yudaigou, but the level of productivity was low and the scale was very small.

In the spring of 1955, the Hunan provincial Party committee and the Hunan Provincial People's Committee decided to build a state-owned Xidongting farm in Hunan Province with 15 large and small embankments and dozens of barren lakes, covering an area of 165808.4 mu, centered on Zhufeng embankment, in order to create a national commodity grain production base and agricultural mechanization and large-scale production demonstration.

In August 2000, it was restructured into the West Dongting administrative region, which is the agency of Changde Municipal People's government, and performs functions and powers according to the county-level people's government.

geographical environment

The transportation is very convenient. Provincial Highway S205 (Jinwu line) and county highway x042 (Baisheng line) intersect vertically and horizontally in the management area. It is only 45 km away from Changde City and 15 km away from Haozi port wharf in Lishui City, with convenient water and land transportation. The highway leads to the field, and the whole region has 365 kilometers of highways at all levels. Among them, the concrete road, oil road and other hardened pavement are 110 kilometers, and the village road has been fully hardened. The Yueyang Wuhan expressway, which is about to start construction, runs through the West Dongting management area from north to south.

natural resources

In the West Dongting management area, which is rich in Dongting Lake wetland resources, the per capita agricultural production area of rural labor force is 16.2 mu (including water surface, cultivated land and woodland), and the land is flat, the development cost is low, it is state-owned, there is no long-term contract with farmers, so it is convenient for land acquisition and development of scale management.

Water conservancy construction is relatively perfect, with 11 large irrigation and drainage machine ports, dozens of small machine ports and hundreds of small pumps, with a total power of more than 1000 kW. There are 20 main channels in longitude and latitude. In particular, over the past decade, more than 44 million yuan has been invested in the comprehensive development of agriculture. More than 130 kilometers of channels with concrete structure have been built, and more than 300 culverts, bridges, aqueducts and other ancillary equipment have been built. The water conservancy conditions can basically guarantee the good harvest of drought and flood.

There are six industrial chains. The industrial base is relatively strong, including sugar and paper making, food processing, machinery repair, printing and packaging, building materials, medicine and chemical industry, etc. The main agricultural products are artichoke, sugarcane, poplar, cotton, grape, mushroom and other fruits and vegetables. Industrial enterprises are basically the leading enterprises of agricultural industrialization, or the supporting enterprises serving the leading and leading industries. The industrial structure is adjusted around the market, the agricultural structure is adjusted around the industrial raw materials, the small enterprises structure is adjusted around the large enterprises, and the tertiary industry structure is adjusted around the service of the primary and secondary industries. Six industrial chains are formed, including canned food, sugar, paper packaging, textile, processing of grain, oil and cotton, and dehydration of mushroom and vegetable. Canned food and dehydrated mushroom and vegetable are mainly sold to Europe, America, Japan and the East South Asia, Hong Kong, Macao and Taiwan. In addition, more than 1000 tons of fresh fish are produced every year, which needs to be developed and processed. In particular, there are a large number of valuable aquatic products, such as soft shelled turtle, mandarin fish, black carp, yellowfish, bullfrog, lobster, etc.

Modern agriculture has developed steadily. The work of agriculture, rural areas and farmers has been closely combined with the development and construction of the park, and agriculture has achieved steady development. First, characteristic agriculture is growing. Throughout the year, 20 thousand mu of artichoke, 35 thousand mu of winter (South) melon and 30 thousand mu of fruits and vegetables were planted. The land circulation area of the whole region is more than 20000 mu, and various production bases for cantaloupe, export lotus root, vegetables, flowers and seedlings have been established. There are new developments in the region's breeding industry, with 2 new pig farms. Yongchang animal husbandry jiubaigong pig farm with an investment of 38 million yuan has been put into full operation, and more than 50000 breeding pigs have been bred in 2016. The 100000 head pig fattening farm of Jinfeng with an investment of more than 40 million yuan is under orderly construction and is expected to be completed and put into operation in the first half of 2017. Second, the level of industrialization has been further improved. The construction of high standard raw material production base has been developed, focusing on the construction of 12 high-yield demonstration plots such as artichoke, high-quality rice and soybean. There are 21 farmers' professional cooperatives, 12 family farms and 178 large farmers in the region. Third, the construction of basic farmland was solidly promoted. Two level land consolidation and development projects in the urban area have been completed, with a total of 20000 mu of high standard farmland built. The treatment project of chongliupaihong river with an investment of 10 million yuan and a length of 2900 meters has been completed. A number of water conservancy facilities, such as qingminglong pumping station with an investment of 9.97 million yuan and dongbeiwan pumping station with an investment of 4.64 million yuan, were pushed forward as planned. The wangjiahu pumping station with an investment of more than 10 million yuan officially started construction in November.

The operation of industrial economy is relatively stable. Persisting in the leading position of industry, we have achieved three results. First, the industrial economy is growing steadily. Huimei fruit and vegetable, Yongchang Huiyi, qiyuexiang, Huimei technology and Dengquan plastics increased by more than 20%. Second, industrial development highlights frequently. In order to increase production and efficiency, some enterprises have implemented technological expansion and reform. For example, Huimei 150000 ton citrus deep processing project with an investment of 250 million yuan has been completed and put into operation; Xinxiang sugar industry actively seeks transformation, plans to process raw sugar, and is currently applying for import quota; Yikang food, Baishun food and other companies have invested more than 10 million yuan to build new sewage treatment facilities; Taohuayuan food has been successfully listed on the new third board of Shanghai Stock Exchange. The development of high-tech enterprises has achieved a breakthrough. Taili Hengyou holographic anti-counterfeiting trademark production has domestic leading technology. It was built and put into production in the same year, and has achieved tax revenue of more than 9.8 million yuan; jinguoda central air conditioning won the provincial energy saving and Environmental Protection Award; Yicheng chemical's first export "broke zero", and realized sales revenue of more than 100 million yuan.
