At the bottom of the tower is a large functional area with a naval battle hall built in. The hall is based on a famous naval battle in Shijiu island of Rizhao during the song and Jin Dynasties, which is called chenjiadao naval battle in history. The naval battle was the first large-scale naval battle after gunpowder and firearm, one of the four great inventions in ancient China, were used in the war. The exhibition hall presents the whole process of Rizhao naval battle in various forms, such as ancient naval weapons, ancient war relics, ancient warship models, pictures, text descriptions, historical materials, sand tables, sculptures, etc. at the same time, it summarizes the development process of the Chinese navy.

Tidal tower is one of the landmark buildings in Rizhao City. The tower is 24 meters high, the main body is transparent, and there is an extended viewing platform in the middle. The outside of the platform is decorated with lotus petal shaped metal mesh, just like a blooming lotus. Part of the structure adopts the method of shrinkage, and the outside is decorated with transparent glass, with the whole sky as its background.
