Tongan District Library is a department level institution, a national second-class library, an advanced unit of provincial rural library project construction, a civilized unit of the city, and a demonstration site of the city's national reading activities. Founded in 1978, the original library is located in the old sanxiu Road, with an area of 250 square meters. It was built on Chengxi road in 1986 and continued to be built in 1996, with a construction area of 3015 square meters. In November 2009, Tongan District government invested 260 million yuan to build Tongan District Culture and Sports Center, which is composed of collective education center, library, culture center, science and technology center, cinema and theater, and "four libraries and one theater". Among them, Tongan District Library covers an area of 1350 square meters, with a building area of 5128 square meters. Tongan District Library has 20 staff, including 16 with bachelor degree or above, 1 associate research librarian and 2 librarians. The total volume is 160000, including 10896 ancient books, 5689 thread bound books of the Republic of China, 6 rare books with 15 volumes, which have been identified as domestic orphans, four of which are applying for the "national precious ancient books list"; 1791 local documents (collection scope: Xiamen, Zhangzhou, Quanzhou). The digital library has 130000 e-books and 16000 sets of video materials, sharing the digital resources of Xiamen Digital Library and Xiamen Branch of National Digital Library of China.

Tongan District Library is one of the member libraries of Xiamen Public Library Service Consortium. It uses the same book cluster management system (Interlib management platform) with Xiamen Library, builds its own bibliographic database, and adopts RFID automatic book management system to realize modern business management such as self-service book borrowing and returning, 24-hour intelligent book returning, intelligent Book safety detection, and intelligent book sorting . Citizens use Xiamen social security card to borrow and return books. One card is universal and can be borrowed and returned freely. The library resources of Xiamen and other public libraries are jointly built and shared. The service is 365 days and 24 hours a year.
