Xiliu laoshuan zoo was built by private entrepreneur Zhao Zhengshuan. Zhao Zhengshuan has been fond of animals since he was a child. After making small achievements in investing and operating enterprises, he began to invest in buying and raising a large number of animals, such as birds and animals. With the increasing number and species of animals, a large-scale family zoo has gradually formed in his own courtyard, attracting people to visit. Later, he further expanded the family zoo into a regular zoo. Xiliu town government also specially allocated a piece of wasteland with an area of 7500 square meters near the clothing market for him to build a garden free of charge. In September 1998, the construction of laoshuan zoo officially started. After more than a year of intensive construction and preparation, the first phase of the Zoo project, covering an area of 1800 square meters and investing 1.97 million yuan, was completed and put into use. On October 24, 1999, laoshuan zoo officially opened.

At present, there are more than 30 kinds of animals in the zoo, such as peacock, Red Crowned Crane, ostrich, brown bear, wolf, sika deer, monkey and so on, with more than 130 animals. These animals were purchased by Zhao Zhengshuan. The environment in the park is elegant, clean and tidy. Every day, it attracts a large number of tourists from Xiliu Town, Haicheng City and shopping in Xiliu
