Heihe university is a public comprehensive general undergraduate university in Heilongjiang Province. It is located in Heihe City, Heilongjiang Province, which is known as the Pearl of the northern Xinjiang of the motherland. It is across the river from the third largest city in the Far East of Russia, blagoveshinsk city. It is the first full-time general undergraduate University in China on the 4300 km border between China and Russia. The school has a long history. Its predecessor is Heihe normal college, which was established in 1958. After several stages of development, Heihe branch of Qiqihar Normal University and Heihe branch of Qiqihar University, Heihe college was established in 2004 with the approval of the Ministry of education of the people's Republic of China. In 2010, it was identified as the "cultivation unit of Heilongjiang province's characteristic application-oriented undergraduate colleges". In 2013, it was approved by the Provincial Department of education to establish Heilongjiang University Jiang province's economic and trade personnel training base for Russia.

The university has 38 undergraduate majors, covering nine disciplines of law, economics, education, literature, history, science, engineering, art and management. It has enrolled more than 9000 full-time undergraduate and junior college students and 1800 adult continuing education students in 18 provinces (municipalities and autonomous regions). The major of Russian and painting is the national characteristic major; the major of Russian language and literature is the provincial key construction discipline; the major of Russian, painting and musicology is the provincial key major.

Relying on its unique geographical advantages, the university has established long-term and stable cooperative relations with more than 20 universities in Russia, such as blagoveshinsk National Normal University, Amur National University, Khabarovsk National Institute of culture and art, to jointly train undergraduates.
