Li Yucai, male, Han nationality, was born on January 24, 1949 in Shanxian County, Shandong Province. He joined the Communist Party of China in 1966 and began to work in August 1973. He graduated from the Central Party school with a post doctoral degree in Environmental Science and engineering. He once served as deputy director of the State Forestry Administration and Deputy Secretary of the Party group (at the level of vice minister).

He joined the Communist Party of China in 1966 and graduated from the in-service graduate class of the Party School of the CPC Central Committee. He began to work in Lizhuang brigade of xuzhai commune in Shan County in 1967. He graduated from Heze Agricultural College in 1973 and began to work in August of the same year. He has successively served as the clerk of the single county Planning Commission, deputy director of the Personnel Bureau, deputy secretary of the Party committee, director of the management committee, Secretary of the Party committee and member of the Standing Committee of the county Party committee of Li banzhuang commune. In 1984, he was Deputy Secretary of the county Party committee and head of Chengwu County, Shandong Province. In 1985, he was Secretary of the county Party committee of Chengwu County, Shandong Province. In January 1988, he served as deputy director of the Forestry Department of Shandong Province and member of the Party group. In April 1990, he served as director of the forestry department and Secretary of the Party group. In June 1993, he was transferred to the Ministry of forestry as the director of the comprehensive planning department. He was a member of the Party group of the Ministry of forestry in December 1993. vice Minister of forestry in April 1995. In March 1998, he served as deputy director of the State Forestry Administration and Deputy Secretary of the Party group (at the level of vice minister).
