Li Qisheng, male, born in March 1940 in Jiutai, Jilin Province, joined the Communist Party of China in September 1971 and began to work in August 1964. He graduated from inorganic engineering of inorganic Department of Jilin University of chemical technology with a university degree and is a senior engineer.

From 1959 to 1964, he studied inorganic engineering in inorganic Department of Jilin Institute of chemical technology.

From 1964 to 1965, he worked in Jilin chemical industry company.

1965-1972 technician of No.3 workshop of calcium carbide plant of Jilin chemical industry company.

From 1972 to 1983, he served as secretary and deputy director of the office of calcium carbide plant of Jilin chemical industry company, deputy director of the Party committee office and deputy director of the Propaganda Department of the plant.

From 1983 to 1984, he was deputy director and director of the Party Committee Office of Jilin chemical industry company.

From 1984 to 1986, he was Deputy Secretary of the Party committee of Jilin chemical industry company.

From 1986 to 1987, he was Deputy Secretary General of Jilin provincial Party committee.

From 1987 to 1988, he was Deputy Secretary of Jilin Municipal Party committee.

From 1988 to July 1993, he was a member of the Standing Committee of the CPC Jilin Municipal Committee and Secretary of the Party committee of Jilin chemical industry company.

From July 1993 to October 1993, he was a member of the Party group of the all China Federation of trade unions.

From October 1993 to September 2003, he served as vice chairman, Secretary of the Secretariat and Deputy Secretary of the Party group of the all China Federation of trade unions.

He was elected to the Standing Committee of the Ninth National Committee of the CPPCC in March 1998.

In March 2003, he was elected as a member of the Standing Committee of the 10th CPPCC National Committee and vice chairman of the social and Legal Affairs Committee.

Alternate member of the 14th CPC Central Committee.
