In 1962, Sanchahe commune and Caijiagou commune established Xincheng Bureau commune. In 1983, Xincheng Bureau township was changed.

In 1995, the county government moved from Fuyu to Sanchahe town.

Sanchahe town

With an area of 150 square kilometers and a population of 75000, the town government is located in Sanchahe and has jurisdiction over 22 towns, including Lianmeng, Daoxi, xin'anbao, Xiaojiu, Dajiu, qian24th, lijiandian, 14th, Xin'an Town, Xinfu, 20th, dong13th, Banhao, qian13th, xi13th, xi10th, dong11th, xida7, xi11th, changlingzi, Xijiu and Dongjiu Administrative villages and 30 neighborhood committees;

Xincheng Bureau Township

With an area of 109 square kilometers and a population of 22000, the township government is stationed in Xincheng Bureau, which governs 13 administrative villages including qianfangshen, dongfangshen, Xincheng Bureau, xifangshen, daliangjia, Hanjia, shanquanbao, shuanglongquan, laoyingzui, yao7, dongda7, shitouchengzi and yao6. In 2005, Xincheng Township Bureau was abolished and merged into Sanchahe town.

In 2013, Sanchahe town of Fuyu city was established as Hexing street, Yucai street, Lianmeng street, Shiying street and Tiexi Street (jiminxingpi [2013] No.4).
