Haibei Town, administratively under the jurisdiction of Lutai Economic Development Zone, Tangshan City, Hebei Province, China, is located in the west of Lutai Economic Development Zone, adjacent to the field Department of Lutai Economic Development Zone in the East, Dabei town and Renfeng town of Ninghe District, Tianjin city in the south, Panzhuang town of Ninghe District, Tianjin city in the west, dongjituo Township and Lianzhuang township of Ninghe District, Tianjin city in the north, with an administrative area of 86.13 square kilometers.

In April 1996, xiaohaibei township was established; in December 1997, xiaohaibei township was abolished and Haibei town was established. As of June 2020, Haibei town has jurisdiction over 2 communities and 20 administrative villages, and the people's Government of Haibei town is located at No. 1 Jihai Road, xiaohaibei village.
