Ping'an township is under the jurisdiction of Tangyuan county. It is located in the east of the county, adjacent to the left bank of Songhua River, facing Huachuan County and Jiamusi city across the river in the East and south. The township government is 34 kilometers away from the county seat. Originally under the jurisdiction of Lianjiangkou town. In December 1984, with the approval of the province, the northern area under the jurisdiction of Lianjiangkou town was set up as a township system, named Ping'an Township after the larger Ping'an Village.

Ping'an township is located in the alluvial plain of Songhua River Basin, surrounded by rivers on both sides and facing rivers on the other side. It has abundant water resources and fertile soil, but it is vulnerable to floods. The total area of the township is 200.7 square kilometers, with a cultivated area of 73000 mu. After years of water conservancy construction, the irrigation capacity has reached 50000 mu. Rice production accounts for 62% of the total grain production. In 1992, the total output value of township enterprises was 26.73 million yuan. The township has jurisdiction over 27 villages including Mingde, Mingfa, Guangrong, Ping'an, Fuxin, Qunsheng, Xinmin, production department, Yongsheng, Taiyangsheng, Dongsheng, Fusheng, Dongfeng, Rongsheng, Beixin, songbin, Xincun, Dongxing, Hong'an, Kaige, Wansheng, Rongxin, Lianhua, Guangming, Dongfanghong, Qunying and Qunli. At the end of 1992, the total population of the township was 18000, of which Manchu, Korean and other ethnic minorities accounted for about 3.9%. The township government is located in Rongxin village.
