The cultural community is subordinate to Ximen street, Haishu District, Ningbo City. It was founded in 2001, with Cuibai road in the East, Zhongshan Road in the south, Wenhua Road in the West and Houhe road in the north. It covers an area of 0.12 square kilometers, of which 32% is green.

The community residential area consists of Houhe community, yinhaiyuan community, Wenhua Road No. 3, 4, 10, 11 and lane 569, Zhongshan West Road. Houhe district and yinhaiyuan district are property management districts. At present, there are 35 buildings and 117 corridors (wall doors) in the community. There are 28 team leaders and 77 corridor (wall door) informants. There are 1591 residents in the community, 4220 permanent residents and 3469 registered residence population. There are 781 elderly people aged 60 and above in the community, accounting for 18% of the total community population. There are 11 party and government organs, enterprises and institutions, including Ningbo People's Defense Office, Ningbo Agricultural Machinery Bureau, Ningbo post office, Ningbo Aiju art school, Ximen street cultural community health service station, etc. since 2003, under the leadership of the general Party branch and the neighborhood committee of the community, closely relying on the vast number of residents, we have continuously accelerated the construction of democratic autonomy in the community, successfully implemented the direct election of the general Party branch, the neighborhood committee of the community and the group leader of the community building group. At the same time, we have successively established and elected the community trade union, the Communist Youth League, the women's Federation, the elderly association, the Federation of overseas Chinese, the Disabled Association, the Association for science and technology and the family planning association District organization, so that the structure of community autonomy is more perfect. On this basis, we have carried out extensive activities to create the "Three Civilizations" and continuously improved the overall quality of residents through different carriers. We have achieved gratifying results.
