Hedong Township

Hedong township is located on the Bank of Poyang River, in the east of De'an County, close to the county seat. It is connected with Zequan township of Gongqing city in the East, Jinhu town of Gongqing city in the south, puting town in the west, Fenglin town and Gaotang town in the north, and mahuiling town of Chaisang District in the northeast. With a total area of 33 square kilometers and a population of 13000, the township governs Hedong, Shiqiao, Houtian and shangfan village committees, Qiaodong and Aimin communities, 52 villager groups, 66 natural villages, and pengjiatang township government.

In 2012, our Township completed 13.376 million yuan in fiscal revenue, including 5.2156 million yuan in local tax, 126.9% in national tax, 8.164 million yuan in national tax, 93.62% in total, 104.2% of the total tasks.

In 2014, it completed 32.245 million yuan, a year-on-year increase of 34.1%, including 15.822 million yuan of national tax, 16.523 million yuan of local tax, and 10273 yuan of per capita net income of farmers, an increase of 1330 yuan or 14.8% over 2013.

In 2015, the total revenue was 43.5 million yuan (43.28 million tasks, 100.5%) with a year-on-year growth of 34.5%, including 14.5 million yuan for state tax and 29 million yuan for local tax. The main business income of the industry increased by 20%, with a total amount of 1.643 billion yuan; the industrial added value increased by 16%, with a total amount of 290 million yuan; the profits and taxes reached 128 million yuan, with a year-on-year increase of 17%. Fixed investment increased by 96% year-on-year, with a total of 420 million yuan.

In 2016, our Township completed a total of 34.29 million yuan of fiscal revenue, including 11.534 million yuan of national tax and 22.756 million yuan of local tax. The per capita net income of farmers was 15307.9 yuan, a year-on-year increase of 24.8%. The investment in industrial fixed assets was 432 million yuan, a year-on-year increase of 20%.

In 2017, the fiscal and taxation task was 51.59 million yuan, including 27.04 million yuan of state tax and 24.55 million yuan of local tax. In the whole year, 69.589 million yuan of state and local taxes were completed, including 46.765 million yuan of state taxes and 22.824 million yuan of local taxes, accounting for 135% of the total; 120 million yuan of industrial fixed assets investment was completed, an increase of 178% over the same period last year; according to the survey and statistics, the per capita net income of farmers reached 15242 yuan, an increase of 1510 yuan over 2016, an increase of 11%.

Agriculture

In 2016, four new agricultural product bases and two farmers' professional cooperatives were added. The township established 300 mu of Longping super rice (Y Liangyou 2) planting demonstration base, 100 mu of Shiqiao new rice variety contrast test base, 500 mu of Houtian pollution-free grape base, 300 mu of Houtian flower base, 1200 mu of lejiabaishu seedling base, 1000 mu of Shiqiao vegetable base and 2000 mu of pig breeding base There are nine characteristic agricultural industrial bases, such as Jinji layer breeding base, 500000 feather breeding base and hongzuibai breeding base, 70 mu. There are 22 farmers' professional cooperatives, with more than 1000 members, driving more than 280 farmers. More than 30 mu of Camellia oleifera and more than 300 mu of afforestation area were added throughout the year.

In 2002, Shiqiao village of Hedong township was listed as the "science popularization demonstration village of Jiangxi Province in the 21st century" by the Organization Department of the provincial Party committee and the Provincial Association for science and technology. In 2016, we completed the completion work before the opening of Hedong section of Changjiu development avenue, "golden line" 7.1km construction service work, land acquisition work of cultural Avenue, and the preparatory work for the reconstruction and widening project of yuanjiashan Longping popular science tourism highway, which is about 3km long. Among them, Changjiu development avenue was fully opened to traffic in May, 2016; the 7.1km "golden line" passed the acceptance of the municipal transportation department in December, 2016; the land acquisition work of Wenhua Avenue has been fully completed; the reconstruction and widening project of yuanjiashan Longping popular science tourism highway has been completed, and the design is about to start.

In 2016, the township government took the new rural construction and urban-rural cleaning project as an important starting point to improve the living environment, invested more than 1.2 million yuan to build two new rural spots of "gunziling and Yanwan Liujia" with high standards, upgraded the old 105 National Highway from the second gas station to Aimin Machinery Factory, added sidewalks and greening on both sides, and installed 46 street lamps; and built a new one in Aimin community Outdoor basketball court, senior gate court and Rouli court, 20 new billboards, 33 dilapidated shacks, 1 old house, 6 pig pens, and more than 1100 meters of ditch have been added. The living habits and living standards of farmers have been greatly improved. Urban and rural cleaning projects have been vigorously promoted, 200000 yuan has been invested to ensure garbage cleaning, 20 new garbage cans have been added, and rural garbage cleaning has been carried out daily All day cleaning has greatly improved the residents' satisfaction with the appearance of the village. We will increase investment in rural infrastructure, strictly implement the "river head system", invest more than 500000 yuan to remove hazards, strengthen 5 ponds, reconstruct 2 weirs and dams, fill 13 ponds and press flood projects, build 50 new rural meeting lanes, complete 3.6km group highway reconstruction, and 1.1km dike pavement hardening from group 7 of Shiqiao village to niujiaowandu bridge reconstruction section.

Jiangxi yuanlongping science education demonstration base was established in March 2012. It is located in yuanjiashan natural village, Houtian, Hedong Township, De'an County, 5km away from the county seat. It has a good ecological environment, beautiful rural scenery, rich cultural heritage and beautiful natural scenery. It has successfully held the launching ceremony of "May 19 China Tourism Day" and "rural tourism promotion year" in Jiujiang City, Yuan Longping, the father of hybrid rice in the world and academician of the Chinese Academy of engineering, has returned to his hometown twice, and has held many important activities such as the provincial rural spiritual civilization construction mobile site meeting.

Covering an area of more than 400 mu, the base is mainly composed of Longping science education exhibition hall, science education reception center, super rice demonstration base and ecological botanical garden practice base. The main hall of the education demonstration base covers an area of 1320 square meters, including reading room, painting and calligraphy room, projection room, exhibition hall, display cabinet, etc. It is divided into two levels. The first level is the Academician Yuan Longping achievement exhibition, which shows the Academician Yuan Longping's life track and course. The projection hall on the first floor can watch the Academician Yuan Longping's documentary jointly produced by CCTV and Norwegian TV. The second layer is the development process of hybrid rice and related popular science knowledge. Visitors can truly feel the hardship and difficulty of Hybrid Rice Research and development. At the same time, four full-time instructors are provided.

The popular science education reception center covers an area of more than 2000 square meters, which is mainly composed of meeting room, rest area and catering area. In addition, a new rice culture corridor and a tourist reception center of nearly 2000 square meters are built, providing convenience for people from all over the country who come to the base to study, practice and visit. In front of the main hall of the science and technology exhibition, there are 100 mu super rice experimental fields, mainly planting Academician Yuan Longping's latest Super Hybrid Rice "Chaoyou 1000", and employing experts to popularize planting knowledge in the form of lectures and field explanations. The practice base of eco botanical garden is mainly for planting grapes and mulberries, and also for picking oranges and peaches. In addition, more than 20 mu reservoir is used to breed original ecological fish. At the same time, it has signed a contract with Jiangxi Agricultural University and Jiujiang primary and secondary schools to regularly organize students to come for scientific and technological practice.
