Xinhe township is named after Xinhe village. During the period of the Republic of China, it was divided into reunion Township and root cause Township in Ning'an county. After the fall of Northeast China, it was subordinate to Hailin village in 1933 and changed to Hailin village in 1939. After the victory of the Anti Japanese war in 1945, Xinhai county came under the jurisdiction of Hailin District in August 1946. In September 1948, Xinhai county and Wulin County merged into Hailin County, which was still under Hailin district. In October 1949, it was transferred to the Sixth District. In March 1956, Hailin county was abolished and transferred to Ning'an county. In May of the same year, Xinhe Korean township was set up. In September 1958, he joined Hailin people's commune. In October 1962, it was transferred to the newly restored Hailin county. In May 1964, it was set up from Hailin commune. In April 1984, it was changed to Xinhe township.
Xinhe township is under the jurisdiction of Hailin City. Located in the middle of the city, it is a suburban township surrounding Hailin Town, adjacent to Mudanjiang City in the East and Ning'an County in the south. The binsui railway passes through the countryside and has stations. Xinhe township is located in the alluvial plain of Langlang River in the middle and south, and shallow mountainous area in the north. With a total area of 484 square kilometers and a cultivated area of 80000 mu, the township is one of the key rice producing areas in Hailin City. Township run industries include zeolite, quartz, wood processing plants, etc. in 1992, the total output value of township enterprises reached 52.16 million yuan. The township has jurisdiction over 29 villages, including Qinjia, Xiangyang, Yong'an, paozi, Linshan, Shuangshan, Dejia, Tuanjie, welfare, improved variety, Douyin, Xinmin, Kaoshan, Hongsheng, Hongguang, Sanhe, Anle, Mabei, Xinbei, Dashitou, Yongfeng, Xinhe, Xinsheng, Pinghe, Jiangbei, Wuxing, Xinfeng, Xinle and Xinxing. At the end of 1992, the total population of the township was 26000, of which the Korean, Manchu and other ethnic minorities accounted for about 25%. The township government is located in Hailin town.
