Sanhe township is under the jurisdiction of Huanan county. Located in the middle of the county. The township government is 14 kilometers away from the county seat. Originally under the jurisdiction of Banjiehe township. In April 1958, it was incorporated into bahuli Township and Xinxing people's commune in September of the same year.

In March 1961, some villages and production teams were set up by Xinxing and Tulongshan communes to form Sanhe commune. In April 1984, it was changed into Sanhe Township, a relatively small township in the county. Sanhe township was one of the areas occupied by Japanese invaders during the period of the Japanese occupation in Northeast China. The total area of the township is 68.3 square kilometers, with a cultivated area of 65000 mu. Yongchang village, where Korean people live together, is one of the main rice producing areas in the township. In 1992, the total output value of township enterprises was 10.1 million yuan. The township governs 12 villages, including Sanhe, Xinsheng, Xinfeng, Liangfeng, Wufen, Liufen, Yongchang, Qingcha, Tuanjie, Lixin, Xingwang and Xingye. At the end of 1992, the total population of the township was 10200, of which the Korean, Manchu and other ethnic minorities accounted for about 10%. The township government is located in Sanhe Village. Sanhe township has 12 village committees: Nangang village, Furao village, Sanhe Village, Wuxing village, Qingfeng Village, Jianguo village, Shengli village, Dongsheng Village, Jianhua Village, Jianxin village, Jianshe village and Hongxing Village.
