Xincheng Xiang is located in the southeast of the county, 5 kilometers away from the county government. It has a population of 19000, mainly Han nationality, as well as Hui, Tibetan, Mongolian and other nationalities. The Hui nationality accounts for 16.4% of the total population. It covers an area of 59.2 square kilometers. It has jurisdiction over nine village committees, namely Xincheng, Shangguan, Houzhuang, Nanguan, Gucheng, shangmiao, xiamiao, Yaozhuang and houzigou.
Yongan Township was set up in 1936, urban and rural areas were changed in 1945, the first township in the Fifth District was changed in 1951, new urban and rural areas were established in 1952, Xining city was under the jurisdiction of Xining City in 1956, Datong County was under the jurisdiction of Xincheng commune in 1960, and new urban and rural areas were established in 1984.
