Shengli town is located in the north gate of Dongxing City, with the combination of city and suburb. It is adjacent to Gaoqiao Town in the East, Xilin street in the west, Shuangcai town in the north and Dongxing Street in the south. It is one of the key construction points of Neijiang new city. Superior geographical conditions, rich human environment resources, developed transportation, abundant water, electricity and gas resources. There are four comprehensive wholesale markets of Xilin, Ailin, Renli and Changchang, Xinglong Road catering and leisure street.

There are 13 administrative villages, 4 communities, 120 villager groups and 19 resident groups, with a total number of 14910 households, a total population of 42072, 24 party branches and 859 party members. The town covers an area of 29.2 square kilometers, with 14531 mu of cultivated land, including 5982 mu of farmland and 8949 mu of soil.
