Nianpan Township
Old town name. See Xiehe town for details. The original Nianpan township is located in the southeast corner of the county, on the Bank of Jialing River, 20 kilometers away from the county. It is adjacent to nanmu in the East, Xiehe and Beiyuan in the north, Panlong in the West and Shihe across the river in the south. The township governs 10 administrative villages and 70 communities with a total population of 9988 (2017), covering an area of 21.2 square kilometers and an altitude of 381 meters.

Nianpan township is one of the base towns determined by the county for grain and oil, sericulture and pig production. The main food crops are rice, wheat, corn, sweet potato and so on. The economic crops are mainly rape, peanut, Artemisia annua and pepper. The minor grains are mainly mung bean, pea and soybean. In 2006, the total agricultural output value of the township was 2580 yuan, the annual grain production capacity was more than 4500 tons, and the per capita net income of farmers was 2800 yuan.
Nianpan township has 1 Township Health Center, 10 village medical stations and 1 Township Central Primary School. By the end of 2006, all 10 villages in the township had completed the rural power grid transformation. More than 1200 program-controlled telephones have been installed in the township, including more than 700 mobile phones, nearly 10 home computers accessing the Internet, and one mobile communication base station. The construction area of the town is 0.5 square kilometers, and there are more than 500 residents. The market trade is very active. The forest coverage rate reached 43.2%. At the end of 2006, there were 246 party members.

With the improvement of agricultural basic conditions and the continuous development of ecological agriculture, great progress has been made in agriculture and rural economy. The industrial structure has begun to take shape. Through the implementation of comprehensive agricultural planning, rational use of resources, to achieve the comprehensive benefits of agriculture. The ratio of grain to economy is 6:4, the grain area is controlled at 13200 mu, and the economic crop area is guaranteed at 9400 mu, including multiple cropping index. There are 7 villages with livestock and poultry bases, 50 large breeding households, 0.9 pigs per capita, 15 small poultry, 10650 fattening pigs per year; 3 sericulture base villages, 30 mulberry per capita, 0.3 silkworms per capita, about 100 yuan per capita; 1 fruit base village; 2 aquaculture base villages, 200 tons of fish per year; 4 sand and stone development base villages, 6 sand and stone farms. The utilization of sand and stone along the river bank accounts for 60% of the per capita net income of farmers, and there are two vegetable base villages. Protect ecological environment and realize ecological agriculture. By the end of 2004, 1300 mu of cropland has been converted to forest, with a wide coverage of forest vegetation, mainly cypress.

Built in the 1960s, the small (I) type reservoir in the western part of China, the upstream reservoir, is located in the mountains of Baimiao village on Nianpan, with a total storage capacity of 4.66 million cubic meters, an effective storage capacity of 3.89 million cubic meters, a main canal of 7 kilometers, and a large area of farmland in Nianpan, Panlong and nanmu. In 2003, more than 1 million yuan was invested to repair the main canal. The designed irrigation area of the reservoir is 18000 mu, and the actual controlled irrigation area is 4500 mu, including 2362 mu for Nianpan, 1747.2 mu for Panlong and 450 mu for Phoebe. There are 154 livestock water projects including ponds, weirs, reservoirs and sinking wells, 1850 shanmaokengs, with a total water storage capacity of 817000 cubic meters, a controlled irrigation area of 3595 mu, 3 pumping irrigation stations, and a total power of 117 kW.
In 1998, 200 square meters of rural post and telecommunications office was built and put into use in that year. As of 2017, more than 1200 program-controlled telephones have been opened, basically reaching the goal of calling every household in every village, providing timely service for the masses
economic construction
In 2014, there were 4 forestry industry ring lines, with a forest area of 8747 mu. Among them, 2200 mu of poplar and bamboo willows were newly planted in 2014, including 1360 mu of "13215" project. The high-quality mulberry garden covers an area of more than 300 mu, with an annual output of more than 3800 kg of cocoons. We will develop 3500 mu of modern rice agriculture, build 2 core planting areas and 8 radiation areas. Three specialized agricultural cooperatives were established, and the mode of specialized cooperation + base + company was implemented. 400 mu of Chinese herbal medicine, 300 mu of wine sorghum, 450 mu of rice and 800 mu of honey pumpkin were planted, of which 500 mu were planted under the forest. More than 800 mu of land has been transferred and invested by owners to develop ecological organic agriculture, of which some organic vegetables and pork have been listed on the market.
