In September 1984, Hexi street had jurisdiction over 11 communities and 3 administrative villages: Zhenxing, Hexi, Bashi, Heping, Yongle, suburban, Fanhua, Yalu, Qian'an, Nanshi, backer, Lingbei, Huimin and Xijiao.

In 2000, 11 communities in Hexi street were merged into four communities, namely, Nansha, Yalu, Zhenxing and Bashi, with jurisdiction over four communities and three administrative villages: Nansha, Yalu, Zhenxing and Bashi, Lingbei, Huimin and Xijiao.

In 2003, Lingbei, Huimin and Xijiao were merged into Huimin villages. It governs four communities and one administrative village: Nansha, Yalu, Zhenxing, Baxi and Huimin village.

In 2006, Nansha and Yalu communities merged into Nansha community, and Zhenxing and Baxi communities merged into Zhenxing community, which governs two communities and one administrative village: Nansha, Zhenxing and Hui people.
