Changling Town, Kaijiang County, Dazhou City, Sichuan Province is located in the east of Sichuan Province, bordering on Wushan mountain in Chongqing city. Changling town was changed into a township in 1992, which is located in the south of the county, 39 kilometers away from the county. In 2000, it was named Xiaokang town by Dazhou Municipal People's government.

The town covers an area of 75.32 square kilometers. The cultivated land is 1750 hectares, including 1108.50 hectares. The town people's government is located at 145 main street. It has jurisdiction over Changling community residents committee, 12 villages and 94 villagers' groups including wutongmiao, zhongshanping, tianmatou, baituba, linjiayakou, tubaozhai, dahegou, caishiqiao, tianxingzhai, huaihuashu, hengchanggou and shanxikou. In 2003, the total population was 37464, including 2034 non-agricultural population.

Changling town belongs to flat and shallow hilly terrain, with an average annual temperature of 16.50 ℃, annual precipitation of 1150 mm and annual sunshine of 1500 hours. It belongs to baoshiqiao reservoir irrigation area, with a farmland irrigation area of 933.33 hectares. It is rich in coal, iron, limestone, sulfur, phosphorus and other mineral resources. The mountain area is rich in tung oil tree, tea, Litsea cubeba (Piper nigrum), phellodendron, eucommia, gallnut, chrysanthemum, etc.

In 1986, there was only one Du street. In 1999, it was approved as a small market town by Dazhou Municipal People's government. In 2003, 7 streets including main street, commercial street, Zhongxing Street, nongmao street, Changcai street, Xiaoxi street and Changxin street have been built, with a total length of 3 km. There is a waterworks with annual water supply capacity of 360000 tons. The traffic inside and outside the town is convenient. The Kaijiang section of Yuwu Road, the second-class provincial road, passes through the town. The newly built Gan (Tang) Chang (Ling) highway in 1993 shortens the distance to the county seat by 19 km. There are 19 town and village roads, 26 passenger and freight cars, and regular buses to Dazhou and Kaixian counties every day.

Economics

In Changling Town, there are hardware, transportation and electricity, department stores, grain and oil processing, cement preproduction, gravel, wine making, building materials and other industries, as well as three specialized farmers' markets. The annual output value of Changling shale brick factory is more than 1 million yuan. Li's kitchen knives produced by iron ware factory are sold both inside and outside the province. Xiong Shaoxiang, a member of the town's construction engineering team, was awarded the title of young entrepreneur by Ankang City of Shaanxi Province in the process of going out to contract projects. His current assets are more than 10 million yuan.

There are 505 private enterprises and individual businesses in the town, with more than 4600 employees. Ginger, medicinal materials, Ginkgo biloba, olive and watermelon are well-known both inside and outside Changling County, with more than 130 hectares of planting area and a total annual output of more than 5000 tons. At the end of 2003, the town's GDP was 103.1 million yuan, including 54.64 million yuan for the primary industry, 19 million yuan for the secondary industry and 29.26 million yuan for the tertiary industry. The total output of grain is 20379 tons, oil is 1800 tons, meat is 3150 tons, and live pigs are 35000. The per capita net income of farmers is 2225 yuan.

Cultural, educational and health facilities are perfect. In 1992, after provincial inspection and acceptance, literacy reached the standard. In 1995, nine-year compulsory education was popularized. By 2003, there were 1 vocational high school, 1 junior middle school, 1 Central Primary School, 15 village primary schools and 3 kindergartens. There were 4544 students in school, and the enrollment rate of school-age children reached 99%. There are cultural stations, cinemas, reading rooms and other cultural and entertainment places, and there are 1 central health center and 20 village health stations.

Zhou Guofu, a native of Changling Town, received a doctor's degree and lived in Holland to engage in scientific research. Invited by the State Council, he returned home after attending the celebration of the 50th anniversary of the founding of the people's Republic of China. He was employed by the CPC Kaijiang County Committee and the county people's government as an economic development consultant of Kaijiang.
