Heping township is located in the east of the county, 22.5km away from the county. It is adjacent to Bicheng and daluxi in the north, Qinfeng in the East, lianyao station in the south, Jinshan in the West and Anning City in the southeast. The total area is 124 square kilometers, including 147079 mu of forestry land, accounting for 75.4% of the land area, and 48056 mu of non forestry land. The highest altitude is 2413 meters, the lowest is 1640 meters, and the average altitude is 2027 meters. It belongs to subtropical plateau monsoon climate, with great vertical climate difference, obvious dry and wet rainfall of 900-1000 mm, annual average temperature of 15.5 ℃, annual frost free period of no less than 290 days, and complex terrain. It is a typical agricultural township in mountainous and semi mountainous areas.

The township governs 7 villager committees, 64 natural villages and 81 villager groups in Dade, Heping, Shalang, dengjiawan, qiansuo, Pingzhang and Yangmeishan. There are 29 double management units and township stations in Heping township. In 2003, there were 3060 households under the jurisdiction, including 2931 agricultural households, accounting for 95.8%, 129 non-agricultural households, accounting for 4.2%; the total population of the township was 11678, including 6106 males, accounting for 51.5%, and 5572 females, Among the minority population, there are 1578 Miao people, accounting for 13.5% of the total population, 857 Yi people, accounting for 7.3% of the total population, 23 Dai people and 5 Lisu People. Miao people are mainly distributed in village committees such as Dade, Heping, Shalang and Yangmeishan, while Yi people are mainly distributed in village committees such as qiansuo and Yangmeishan.
