Jianshe sub district office was originally the government of Jianshe town. In June 2006, after the reform of township organization, it was renamed as Jianshe office, exercising the original township functions. Hailaer city is located in the eastern suburbs, 6 km away from the city center. It has a total area of 251.2 square kilometers and a total population of 26320, including 5230 agricultural population. It has jurisdiction over 5 administrative villages, 1 agricultural and Industrial Corporation and 4 communities. The Party committee consists of 12 Party branches of organs, red star, Venus, Guangming, cooperation, Huzhu, Haibao, Haidong, Xiangyang, leather, meat Union, agricultural and industrial and commercial company and one general Party branch of Hailian community, with a total of 589 party members. With outstanding geographical advantages, national highway 301 and Binzhou railway run through the whole territory, and Tonghai, Haibao, Haichen and Minghai highways lead to all directions through the office. Hailaer old industrial base has a complete range of economy in its jurisdiction, including Hulunbeier economic and Technological Development Zone, National Cultural Industrial Park and China Russia Mongolia logistics park. The Hailar River and the Yimin River meet in the area. Urban construction has taken shape, with an area of 8 square kilometers, 20 kilometers of asphalt concrete roads, complete sanitation and cleaning functions, and sound systems of medical and health, culture and education, finance, communication, radio and television, agricultural technology services, and commercial services.
