In May 2013, the municipal government handed over about 76 square kilometers of Changsheng brigade and logistics park area under Urumqi cattle breeding farm to shayibak district for management, and prepared to set up Changsheng East, Changsheng West and Changsheng South sub district offices and 14 communities.

So far, the number of streets (management committees) in sayback district has increased to 15, and the number of communities has reached 177.
